Are standardized test culturally biased?

I don't know about biased anymore because every test I read has some crazy name I can hardly pronounce in it. But back some years ago people complained about the ACT/SAT being ist because all the examples didn't have 'girly' things in it. I think everyone is getting way to picky about equality.
