How true is this. Earthquakes don't kill people?

Its the buildings we build that kill us. This have beem proved by comparing Haiti ,smallish quake. poor buildings hundreds of thousands die. Chile huge quake, better buildings under a thousand die. Can we ever build completely quake proof buildings where nobody dies ?
